Commentary · Read with BPC §6703 and Board Rule 404.1
The responsible-charge inquiry concerns engineering decisions: how they were made, reviewed, or approved, and the knowledge needed to explain them. A title alone does not answer those questions.
What question is this work answering? What constraints and design criteria govern it?
What alternatives were considered? What evidence supports the chosen approach?
Which decisions require review or approval, and when does that occur?
Can the person carrying the decision explain its basis and limitations?
A team can divide work while keeping the decision path legible. Record who prepared, checked, approved, and changed the work. Do not turn that record into an unsupported claim that one person controls every kind of decision.
Rule 404.1 addresses engineering decisions, communication, and an engineer’s ability to answer relevant questions from a competent peer. It does not make professional responsibility identical to a management hierarchy.

Keep assumptions, calculations, alternatives, approvals, revisions, and unresolved questions available to the people authorized to review them. A correction is part of responsible work, not an erasure of the person who made it.
